Significance
The passing of the American Recovery and Reinvestment Act (ARRA) in 2009 meant that many historic properties would now need to go through Section 106. The process would need to be sped up to make this process easier and not overwhelm SHPOs.
Undertaking
With the nation facing an economic crisis, the DOE and ACHP needed to find a way to make sure that the Section 106 process would be effective and move fast enough to not overwhelm SHPOs. To do this, they worked together with other consulting parties to create a template that could be used all over America and could be completed in a timely manner.
Outcome
The DOE and ACHP worked together to make a prototype PA that could be used to speedily and effectively complete the Section 106 process.

This is an example of a programmatic agreement on a larger scale that was meant to work for a variety of different cases in a time-sensitive manner.
