Significance
St. Louis, Missouri wanted to reconstruct an intersection to account for the city’s growth, but the plan would have greatly impacted the surrounding historic locations.
Undertaking
The FHWA and DOT attempted to locate all possible historical sites the project could affect since it was in the St. Louis Historic District. Throughout the process, the FHWA and DOT worked with the State Historic Preservation Office (SHPO), federally recognized Tribes, and several other consulting parties to avoid adverse effects.
Outcomes
The plan was altered multiple times to avoid a majority of the historic sites, but three were determined to be unavoidable and would have to be demolished. The historic sites consisted of two buildings and one archaeological site that would have to be destroyed. The DOT asked for public opinion and found ways to minimize the effects and to properly record and preserve the location’s history.

This is an example of a complex case given by FHWA that shows that while a positive outcome can be reached, not everything can be saved.
